I would help you if I could, but without being there to look at the driver, I cant really give you any pointers.
This is going to be a real tech support pain in the ass for a pc guitar game. Most of the PS2 to USB converters only support the analog sticks in a half assed way.
My recommendataion is to cut your losses. Try to return it and buy one that you know will work. The "Super Dual Box Pro" is the one I ended up using. Its about $20.

I have the PS Joy Converter and I haven't had any problems with it. On Project 64 (N64 Emulator) I was able to map the N64's stick with my PS2 controllers analog stick and it worked splendidly.
I had bought this one because it was at the top and most recommended on Stepmania for USB converters at the time and I would say it still is now that I am looking at it and the recommended one they have is having a lot of user complaints. Alas, there is no longer a place to buy it anymore.
Another reason I bought it is because I was actually scared of having 2 controllers plugged into one adapter. Seemed like there would be alot of problems arising with that and by the looks of it, there has.
